While we don't know whether China and Russia vetoed the motion intended to save the Syrian regime or not, and whether they realize by vetoing the motion, they prolonged the cruel slaughtering of citizens in Syria, this much we know:

1. Syrian government is killing Syrians citizens protesting in Syria
2. China and Russia vetoed the motion to condemn Syria

If China and Russia did not realize that their veto would prolong the suffering of Syrians, they are naive, stupid, and incompetent.
If China and Russia know that their veto would prolong the suffering, and still vetoed, China and Russia are heartless, cruel, and barbaric.

If China and Russia did not intend to side with the Syrian regime, China and Russia are stupid and incompetent.
If China and Russia intended to side with the Syrian regime, congratulations, China and Russia got what they wanted.

If China and Russia intended to prolong the suffering of Syrians, China and Russia are cruel and barbaric.
If China and Russia did not intend to prolong the suffering, but vetoed anyway, China and Russia are incompetent.

So, are China and Russia incompetent and stupid ? If not, what does that imply ?
